Full Description

The Mission and Installation Contracting Command (MICC-Fort Sill) intends to award a firm-fixed price, sole source contract for an 3.14 upgrade to DocStar software to Astria Solutions Group, LLC that will run on Windows Server 2008 R2, migrate 100 GB of existing DocStar database with codes as mandated by directive and update licenses. DocStar 3.9 software is the existing software for the Reynolds Army Health Center at Fort Sill, Oklahoma. The government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(i) under Simplified Acquisition Procedures and Commercial Procedures in FAR Part 12. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 511210. The applicable size standard is $38.5M. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS AND A SOLICITATION WILL NOT BE ISSUED. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government and shall be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed with existing database migration and licenses. If no affirmative written response is received by 4:00 pm, CST, May 5, 2017, then the Government will proceed negotiation with the original contractor of existing software/licenses/equipment. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government. Oral communication is not acceptable in response to this notice. All responsible sources may submit a response which, if timely received, will be considered.
