The National Institutes of Health (NIH), Clinical Center (CC), Department of Transfusion Medicine (DTM), intends to procure annual maintenance and support services for its existing DocuWare software environment.


DTM currently utilizes DocuWare for the electronic management of records for patients and donors at NIH. The system is currently operational and requires continued maintenance and support to ensure system readiness and continuity of operations. 


The required maintenance and support includes, but is not limited to:


  • DocuWare Support and Maintenance
  • Scan Station Support and Maintenance
  • View Station Support and Maintenance

The anticipated period of performance is December 1, 2026, through November 30, 2027. Maintenance and support will be ongoing throughout the period of performance. 


Sole-Source Rationale


NIH intends to procure these services from DocuWare Corporation. DTM currently owns and operates DocuWare Import, Barcode, Forms, and Workflow Manager capabilities. Based on the Government's current information, DocuWare is the only known source capable of providing the required update and support services for the existing system. 


This notice is not a request for competitive quotations. However, responsible sources that believe they can satisfy the Government's requirements may submit a capability statement demonstrating their ability to provide the required services.


Capability statements must provide sufficient information demonstrating the vendor's ability to provide maintenance and support for the existing DocuWare environment and meet all requirements identified in the Statement of Work. Vendors must possess specialized experience and knowledge commensurate with DTM's environment, device deployments, and required tasks. 


Capability Statements must be received no later than October 16, 2026, at 8:00 AM Eastern Time (ET) and emailed to shasheshe.goolsby@nih.gov. 


The Government will review all capability statements received by the response deadline. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received may be considered for the purpose of determining whether to conduct a competitive procurement.
