DODEA MINOR CONSTRUCTION SATOC

The U.S. Army Corps of Engineers Europe District plans to award a firm fixed price, indefinite delivery/indefinite quantity single award task order contract (SATOC) for design-build minor construction services supporting Department of Defense Education Activity (DoDEA) schools in Belgium, Germany, and Italy. This contract will cover new facilities construction, repair, renovation, alteration, and equipment installation with a base period of three years plus two optional one-year extensions. The total contract ceiling is anticipated to be €50 million, with individual task orders ranging from €100,000 to €5 million. Work will address a broad array of construction disciplines, including carpentry, roofing, mechanical, electrical, plumbing, HVAC, and site improvements, and must comply with all relevant Host Nation, Federal, State, and local regulations. The acquisition will follow a best value tradeoff approach under a two-phase design-build procedure, consistent with federal acquisition regulations and engineering guidelines. The solicitation for phase one is expected to be released around May 1, 2025, with award anticipated in December 2025. Firms must be registered and active in the System for Award Management (SAM) and submit proposals through the Procurement Integrated Enterprise Environment (PIEE) to be considered. The contract is unrestricted with no small business set-aside, and a seed task order will be issued to the selected contractor.
