The Department of Energy Resources (DOER) for the Commonwealth of Massachusetts has issued solicitation BD-27-1041-ENE01-ENE01-134514, titled the Municipal Decarbonization Planning Assistance Program. This grant opportunity provides technical assistance to eligible Massachusetts municipalities that are existing Green Communities in good standing. The program aims to help these municipalities establish greenhouse gas emissions baselines and develop decarbonization roadmaps to eliminate on-site fossil fuel use from municipal operations by 2050, ensuring alignment with the Climate Leaders Municipal Decarbonization Commitment and Roadmap Guidance. Selected municipalities will receive support from DOER-assigned contractors to produce key deliverables, including facility-level decarbonization analyses, municipal and school fleet analyses, and implementation, monitoring, and oversight plans. Contractors may also perform facility walk-throughs for buildings representing approximately 80 percent of a municipality's emissions. Applications are evaluated based on the municipality's progress toward Climate Leader Community certification, regional geographic distribution, and the completeness of the submission. The application process requires a completed grant application, a signed certification from the municipality's Chief Executive Officer, and supporting documentation regarding energy and climate commitments. Submissions must be made electronically via COMMBUYS, as paper applications are not accepted. The program features a rolling review process with multiple deadlines spanning from February 5, 2027, through August 3, 2029. Planning assistance typically commences within 45 days of selection, subject to contractor availability.
