DOER RFQ-ENE-2027-011 Municipal Decarbonization Planning Services Request for Quotes - PRF74

The Massachusetts Department of Energy Resources (DOER) is soliciting one or more contractors to provide technical assistance to municipalities for the development of Municipal Decarbonization Roadmaps. The primary objective is to establish greenhouse gas emissions baselines and create strategic pathways to eliminate on-site fossil fuel use in municipal operations by the calendar year 2050. This work includes desktop analysis for municipalities with building inventories in MassEnergyInsight and detailed facility-level planning for high-impact facilities that contribute approximately 80 percent of municipal building emissions. All roadmaps and baselines must adhere to CLC Roadmap Guidance. Selected contractors will be engaged on an as-needed basis through a rate-based contract with a maximum value of 750,000 dollars over a three-year term, including two optional one-year renewal periods. The award is based on a best-value approach, evaluating the effectiveness of the proposed approach, the likelihood of achieving outcomes, the respondent's experience, and the budget. Contractors must provide hourly billing rates and are required to complete roadmaps within 90 days of an initial meeting with the assigned municipality. All deliverables and project files will be owned by the Commonwealth of Massachusetts, and contractors must comply with state security procedures and the Supplier Diversity Program.
