The Ohio Department of Health (ODH) is initiating a pilot program to address the escalating problem of congenital syphilis in the state. This program is necessitated by a significant increase in cases from 2018 to 2022, with the goal of improving test availability for underserved communities to mitigate this public health issue. The contract involves delivering Treponema Pallidum Particle Agglutination (TPPA) testing services, which include receiving and processing serum specimens delivered from decentralized health departments across Ohio. Key tasks comprise accessioning these specimens into an electronic Laboratory Information Management System, performing serological testing using FDA-approved methodologies, and reporting results to the Ohio Department of Health Laboratory (ODHL). Important technical and compliance requirements include adhering to standards set by CLIA and CAP and utilizing HL7 messaging to relay data to the Ohio Disease Reporting System. The performance period for this contract extends from February 1, 2025, through June 30, 2025, with options to renew annually for up to four additional years, concluding by June 30, 2029. The contracted services will be executed at the ODH Laboratory in Reynoldsburg, Ohio, with an estimated sample throughput of 30 specimens per month. Critical deliverables include ensuring a turnaround time for test results within 3 to 5 calendar days and addressing discordant results through third-party testing, as the Ohio Department of Health Laboratory currently lacks this specific capability. This solicitation represents a strategic response from ODH to leverage laboratory infrastructure and enhance accessibility to syphilis testing for vulnerable populations throughout Ohio.
