Solicitation # 70T04026QPL7672BLS001
The Transportation Security Administration is establishing a qualification process under FAR 9.202 to add vendors to the Bottle Liquid Scanner (BLS) Qualified Products List (QPL). This initiative ensures the agency procures proven technology for liquid scanner systems used nationwide. AIR CARGO DETECTION INNOVATION AND DEMONSTRATION BROAD AGENCY ANNOUNCEMENT
Solicitation # 70T04026BAA7573ACD
The Transportation Security Administration (TSA) has issued Broad Agency Announcement 70T04026BAA7573ACD to identify and demonstrate innovative air cargo detection, screening, mitigation, and resilience capabilities. The agency is seeking technologies, software, and algorithms that can improve security effectiveness and operational efficiency within TSA-regulated, industry-operated air cargo environments. To be considered, proposed solutions must be standalone and non-network-based due to operational and legal restrictions regarding sensitive database connectivity. The primary goal is to generate objective, measurable evidence through demonstrations in controlled or live environments to inform future acquisition strategies and policy decisions. Interested vendors must submit a white paper in one of three formats: a five-page document, a ten-slide deck, or a seven-minute video with a transcript. Submissions must include detailed company information, a solution description, technical specifications, a Rough Order of Magnitude for demonstration costs, and a transition plan. There are three submission windows ending on January 15, 2027, May 15, 2027, and October 29, 2027, with all materials sent via email to the TSA Innovation Office. Evaluation is based on demonstration feasibility, evaluation quality, vendor capability, cost reasonableness, and transition potential. Selected vendors must provide a system for pre-demonstration assessment within 90 days of selection. The final procurement instrument may include bailment agreements, other transaction agreements, or memorandums of agreement.
