AI Contract Overview
The U.S. Army Corps of Engineers Fort Worth District is conducting market research through a Sources Sought notice for the Dona Ana Base Camp Expansion in Chaparral, New Mexico. The project aims to design and construct facilities to accommodate an additional 2,200 soldiers, increasing the total camp capacity to 4,000 to support a full Brigade Combat Team during mobilization and rotational training. The government is exploring the use of an Other Transaction Agreement under 10 U.S.C. section 2808a, with a fixed construction cost limitation of 190 million dollars. Qualified traditional and non-traditional defense contractors are invited to submit capabilities statements by September 21, 2026. Submissions must include company identification, evidence of a single-project bonding capacity of at least 200 million dollars, and summaries of up to three comparable design-build projects completed within the last five years. The government is specifically seeking industry feedback on the viability of Progressive Design-Build versus Design-Build-to-Budget and the effectiveness of OT agreements compared to FAR-based contracting.
