Sources Sought Notice (Request for Information) pertaining to a contemplated new procurement to obtain a Commercial Off-the-Shelf, single, agency-wide Asset Management System (AWS) for the Department of Transportation (DOT). The purpose of this notice is to enable DOT to obtain preliminary information about 8(a)-certified organizations capable of providing an Asset Management System. This notice is not a Solicitation and it does not seek the submission of formal binding proposals. However, DOT reserves the right to select either an 8(a)-certified Alaska Native Corporation (ANC) or Native Hawaiian Organization (NHO) to award a sole source contract to in an amount not to exceed $22M. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice (RFI). Under the contemplated new contract, the Contractor would provide DOT with a single AMS, thereby improving the integrity of the agency's accountable personal property records, and streamlining the personal property reporting process. The NAICS code for this effort is 541511, Custom Computer Programming Services, with a SBA size standard of $27.5 million. If an award is contemplated, the anticipated period of performance is five (5) years inclusive of a base period and four (4) one year option periods. Based on the nature of the requirement, DOT anticipates an Indefinite Delivery / Indefinite Quantity (IDIQ) Firm-Fixed-Price (FFP) Contract. After reviewing the attached Draft Statement of Work (SOW), interested parties should submit the following: 1) A brief narrative, not to exceed ten pages, addressing the tasks outlined in the Draft SOW and 2) A suggested contract type.
