This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to GFS Chemicals, Inc., 3041 Home Rd., Powell, OH 43065 for the acquisition of double distilled and environmental grade nitric and hydrochloric acid. The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 325180, Other Basic Inorganic Chemical Manufacturing. The period of performance for this procurement is 90 days. The purpose of this procurement is to purchase double distilled and environmental grade nitric and hydrochloric acid from GFS Chemicals, Inc. We perform analysis at ultra-trace levels so the acids and materials that we use must be completely free of any trace level of contaminants. Chemicals used in these laboratory's reagents must consistently have very low concentrations of trace elements to permit the laboratory's detection of trace amounts of elements in urine samples. Nitric and hydrochloric acid is purified through multiple distillations under stringent cleanroom conditions to achieve this level of purity. The program has done extensive purity screenings using acid from this manufacturer and compatibility and continuity with previous lab method performance can only be achieved using acid from GFS Chemicals, Inc. In addition, the program is currently in the middle of analyzing multi-year bio-monitoring studies where laboratory performance must be consistent throughout each study. To maintain continuity of operations, GFS Chemicals, Inc. is the only vendor who can provide this product to the quality and specificity of our requirement. Other brands failed to meet our quality control standards due to the level of impurities present. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to GFS Chemicals, Inc. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 10:00AM EST on July 11, 2018. Reference solicitation number RFQ 75D301-18-Q-68653 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
