NOTICE TYPE: Sources Sought COMPONENT OFFICE: Defense Personnel Family Support Office (DPFSO) REQUIREMENT: Fulfillment and fully integrated advertising and marketing services The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the draft Performance Work Statement (PWS). The Government requires contractor services to provide a comprehensive fulfillment and fully integrated advertising and marketing service to support the Defense Personnel Family Support Office (DPFSO) Employer Support of the Guard and Reserve (ESGR), Military/Civilian Transition Office (MCTO), Federal Voting Assistance Program (FVAP), and Computer/ Electronics Accommodations Program (CAP) directorates. The Contractor provides the technological platform necessary to create and deliver materials to a worldwide audience. The contractor is responsible for providing ESGR, MCTO, FVAP, and CAP products to include event loaner kits, business cards, printed material, apparel, and award certificates in furtherance of the ESGR, MCTO, FVAP, and CAP missions. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. The proposed NAICS for this effort is 541890, Other Services Related to Advertising. Comments on this NAICS and suggestions for alternative codes must include supporting rationale. The Government is specifically performing Market Research to see if there are potential vendors who can provide the following: The Contractor shall provide all personnel, equipment and materials necessary to provide comprehensive fulfillment and fully integrated advertising and marketing services as detailed within this PWS. NOTE: The contractor will be required to provide a secure, Risk Management Framework (RMF) compliant, online catalog ordering system (online store). DPFSO expects that the categorization of Confidentiality=Low, Integrity=Low, Availability=Low with a Privacy Overlay=Low that will comply with DoDI 8510.01. The system may permit general public view customers to browse the online catalog; however, it shall only allow for the submission of orders from authorized individuals provided by the Government. 4. Marketing Services and Public Affairs Support: Provide direct support for the writing and editing of materials; including but not limited to, video, radio, television, public service announcements, pamphlets, brochures, leaflets, wallet cards, posters, banners, etc. Provide Graphics Design Support Services for DPFSO. Create, alter, and resize print and digital graphics, designs, logos, and other collateral for various print and online publications and social media platforms. Provide Public Affairs Support to DPFSO. Develop and maintain targeted media outreach containing a list of military and veteran focused publications, Reserve Component publications, national outlets (printed, radio, and television), and trade publications. Assist DPFSO with coordination for participation in trade shows/association managers, conferences/shows, workshops, contracting for space, freight, drayage, set-up, peripheral support, recovery, inspection/maintenance, and warehouse of exhibits and payment to exhibit managers. Provide warehousing, shipping, repair and maintenance for all government owned exhibits and displays. Adherence, and certification to the DoD Information Systems Risk Management Framework (RMF) requirements in accordance with DoDI 8510.01 will be required. (RMF is required due to cybersecurity requirements regarding cloud environments, personally identifiable information (PII) for online ordering and the handling of customer information). RMF Accreditation within 9-months of the potential award will also be acceptable. Ability to provide Online store ordering, accessible 24 hours per day 7 days per week. Warehouse support (warehousing, inventory control and storage) Submission of monthly fulfillment activity reports to monitor inventory management and future cost projections. 2. Industry feedback is requested on the PWS for this requirement. Please list any challenges or potential performance roadblocks related to fulfilling the PWS requirements and any suggestions for improving the PWS language. Additionally, the Government seeks answers to the following questions concerning this requirement. Please consider providing responses: What is your company's capability to operate and maintain an e-commerce fulfillment platform in support of the DoD? What is your ability to work with Defense Manpower Data Center to maintain the e-commerce fulfillment platform to standard? C. Respondents will not be notified of the results of the sources sought evaluation.
