Dr. Martin Luther King Jr. Pool and Community Center Renovations and Resilience Center Development

The City of San Mateo is soliciting proposals for a Program Manager to oversee the renovations of the Dr. Martin Luther King Jr. Pool and Community Center and the development of a Resilience Center. This project aims to modernize the facility to serve as both a community resource and an emergency shelter, with planned phases extending from late 2025 through 2028. The selected firm or individual will be responsible for the management, coordination, and oversight of all project phases, including design programming, environmental reviews, grant applications, construction oversight, and final project closeout. Key deliverables include a Master Project Work Plan, design and construction documentation, and regular budget and schedule updates. Proposals are due by 4:00 PM PDT on September 4, 2025, and must be submitted electronically to the Facilities and Fleet Services Manager. Submissions are limited to a 25-page PDF document, excluding appendices, and must follow a specific organizational structure covering company profile, experience, work plan, and litigation history. Evaluation will be based on a weighted scoring system prioritizing experience (40 points), project understanding and approach (30 points), and capabilities (30 points). The resulting contract will be a Professional Consulting Services Agreement requiring specific insurance coverages, including general liability of $1,000,000 per occurrence and $2,000,000 aggregate.
