Draft Fair Opportunity Proposal Request (FOPR)

The Air Force Nuclear Weapons Center is issuing a Fair Opportunity Proposal Request under solicitation FA2103-26-R-B003 for the B-52 Nuclear Stores Interface Unit (NSIU) Follow-on Production effort. This acquisition is restricted to holders of the Eglin Wide Agile Acquisition Contract (EWAAC) IDIQ. The project involves the build-to-design manufacturing and production of NSIUs, which are nuclear-hardened Line-Replaceable Unit assemblies consisting of chassis, interconnects, and printed wiring assemblies. The scope of work includes hardware manufacturing, electronic assembly, production, program management, systems engineering, quality assurance, production testing, data and security management, and the logistics support required to deliver flight-ready hardware. The contract is predominantly Firm-Fixed-Price with an anticipated award date in the second quarter of calendar year 2027. Interested EWAAC holders must submit a DD Form 2345 to obtain the full proposal package and access militarily critical technical data. Offerors are required to complete and certify the Government Rights in Data (GRID) document to identify any intellectual property restrictions or commercial licenses associated with their proposal. Failure to provide a signed and completed GRID document may render a proposal inadequate for award. The response deadline for this presolicitation is November 30, 2026.
