AI Contract Overview
This draft solicitation under the Enterprise Construction Management Support Multiple Award Contract (ECMS MAC) seeks industry input to refine the final Request for Proposal for providing enterprise-wide construction management support services to the Naval Facilities Engineering Systems Command (NAVFAC) Enterprise, including all regional Facilities Engineering Commands and their subordinate units. The goal is to ensure construction, restoration, and modernization projects are delivered on schedule, within budget, and to the highest standards of quality and safety, with annual project values ranging between $700 million and $2 billion. The contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract with a base period of one year and four optional 12-month periods, plus one optional six-month extension, for a total potential term of 66 months and a maximum contract value of $500 million. Industry feedback is actively encouraged and must be submitted via email to the designated contracting officers by July 13, 2026, but no proposals are being solicited at this time and no funds are available for response preparation. The final solicitation will incorporate industry input to improve clarity and fairness. The contract imposes rigorous compliance requirements across safety, cybersecurity, subcontracting, and ethical conduct, incorporating key FAR and DFARS clauses including restrictions on gratuities, whistleblower rights, anti-kickback procedures, and full adherence to the Cybersecurity Maturity Model Certification (CMMC) standards for handling Federal Contract Information and Controlled Unclassified Information. Offerors must comply with strict documentation and reporting protocols, including use of Wide Area Workflow for invoicing and submission of electronic deliverables in standardized, machine-readable formats. Key evaluation factors include past performance confidence, experience, management and technical approach, safety, and small business utilization, with award based on best value through trade-off analysis rather than lowest price technically acceptable. Offerors must self-certify size and socioeconomic status, demonstrate compliance with cybersecurity and data ownership rules, and ensure all personnel are qualified and clearly identified as contractors with no governmental supervision. All contract performance will occur at NAVFAC locations nationwide, with specific task orders determining exact work locations, and all information generated under the contract is Government property subject to immediate return upon termination or completion. Proposals for the final solicitation must be submitted electronically in two volumes with strict page limits, formatting standards, and no paper submissions allowed.
