After consideration of feedback from industry, the Government has decided to extend the due date for questions and feedback for the T-5 Draft RFP by two weeks to ensure all interested parties have appropriate time to review the materials. The Government respectfully requests initial industry comments on the overall T-5 strategy by 1700 Mountain Time, 18 September 2020 for incorporation into key stakeholder reports. DHA will extend the due date for additional industry comments and questions until 1700 Mountain Time, 2 October 2020. If your organization has already responded, please send additional questions or additional clarifications prior to this 2 October 2020 due date and the Government will review and respond to your additional submission. This announcement starts a Draft Request for Proposals (RFP) for the fifth-generation TRICARE Managed Care Support Contracts (T-5). This announcement does not constitute a commitment, implied or otherwise that a solicitation will be issued. This Draft RFP is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. Proposals are not solicited under this Draft RFP. Please note that the collection of requested information does not obligate the U.S. Government to incorporate or procure any solicited comments or services. Responses to this announcement will not be returned. The Government is not liable to pay any costs associated with companies responding to this Draft RFP. This Draft RFP is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback into the preliminary design/structure. All information received resulting from this Draft RFP will be used by the Defense Health Agency (DHA) as market research for future Managed Care Support requirements. However, responses may be releasable to the public under the Freedom of Information Act (FOIA) unless appropriately marked. The DHA, at its discretion, may request respondents to this Draft RFP to elaborate on information in their written response in writing or through other means. Respondents to this Draft RFP will not be notified of any results derived from a review of the information provided. Additionally, it is the Government's intent to host a virtual industry forum. A link to the event will be posted separately at https://beta.sam.gov/. Background TRICARE is a comprehensive health care program of the Department of Defense (DoD) Military Health System (MHS). The health care services involved in this acquisition represent a continuing, statutorily defined requirement. TRICARE health care programs, including the benefit structure and required administrative functions, are codified at Chapter 55 of Title 10, United States Code (U.S.C.), and Title 32, Code of Federal Regulations (CFR) Part 199. The DoD is responsible for administration of medical programs that provide health care to active duty, active duty family members and retired military members and their families as well as family member survivors. In order to fulfill this responsibility, DoD provides health care directly through military medical treatment facilities (MTFs) or reimburses for care furnished through private sector health care providers. This acquisition is to purchase administrative and support services for the receipt of health care from the private sector and for the integration of that private sector care with the DoD direct care system. DHA is reaching out to industry to help inform future Managed Care Support requirements. T-5 will deliver medical services and associated administrative support services to support the Military Health System's (MHS) delivery of an integrated care program that optimizes a ready medical force and a medically ready force. Data resulting from T-5 supports readiness decision-making by the Chiefs of each military service as well as informing the Secretary of Defense with the costs of delivering the benefit. Information Submission Instructions: The Government is seeking industry comment on the draft requirements, terms and conditions. The Government encourages responses from interested parties who are capable of responding to the entire scope of the Draft RFP, as well as interested parties who may have specific expertise in only limited areas of this Draft RFP. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Draft RFP. All costs associated with responding to this Draft RFP will be solely at the responding party's expense. Proprietary information may be submitted; however, interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Proper restrictions shall be marked as such on each page. Only the Government and support contractors with signed non-disclosure agreements will review submissions to this Draft RFP. Qualified, interested parties, should submit information for this request. All responses shall be submitted using the Microsoft Excel response template provided with this announcement, titled - T-5 Draft RFP Response [ORGANZATION NAME]. DHA will also accept an "overall" assessment of the RFP in narrative form using Adobe Acrobat or Microsoft Word. The Government asks that the document be free of logos except for the cover sheet. Please note that no comments or questions will be adjudicated from this document by the Government. All comments and questions should be contained in the Excel document. DHA - Offsite Sterile Processing Support Services
Solicitation # HT9427-27-RFI-0001
The Defense Health Agency (DHA) is issuing a Request for Information (RFI) to identify qualified contractors capable of providing offsite Sterile Processing (SP) support for various Military Treatment Facilities (MTFs) across eight DHA networks. This initiative is part of a Business Case Analysis to improve service resilience and workload stability, ensuring that surgical capabilities are not halted by onsite equipment failures. The scope of work involves the transportation of surgical instruments between MTFs and contractor-owned offsite facilities, where the contractor will provide the necessary personnel, equipment, and facilities to perform decontamination, assembly, sterilization, inventory verification, and quality control. The equipment to be processed includes specialized items such as minimally invasive surgical cases, Da Vinci accessories, and power equipment, with an estimated volume of approximately 2,000 trays monthly per participating MTF. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or an obligation to award a contract. The DHA is seeking capability statements from healthcare companies and hospitals that detail their experience with similar projects over the last five years and their proposed implementation strategy. Responses must be submitted in PDF format to the designated Contract Specialist by 11:00 AM EDT on October 30, 2026, and are limited to 10 pages using a 12-point font. The government has not yet determined if a small business set-aside is appropriate and will use the information gathered from these responses to make that decision.
