The response date for this solicitation has been extented to 4:00PM EST 6 June 2018. This serves as a combined synopsis/solicitation for final proposals for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The associated North Amercian Industrial Classification System (NAICS) code is 541380 (Testing Laboratories) with a small business size standard of $15,000,000. This acquisition is full and open competition and only qualified offerors may submit proposals. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, which is expected to result in the award of a Blanket Purchase Agreement (BPA) for Drinking Water Analysis Services, as described under the requirements section of this solicitation or accompanying requirements attachment. An award, if any, will be made to the responsible Offeror who submits a proposal that: 1. Conforms to the requirements of the solicitation. 2. Receives a rating of "Acceptable" on all technical capability evaluation factors. 3. Completes the attached WPAFB Drinking Water Analysis Estimated Workload Spreadsheet 4. Submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable.
