Full Description
This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation 2026-O0028 (Part 12), 2026-O0037 (Part 19), and 2026-O0041 (Part 25) issued by the Department of War, which implements the principles of the Revolutionary FAR Overhaul (RFO). All FAR references herein are to the deviated text.
This is a combined synopsis/solicitation for commodities prepared in accordance with the format in FAR Subpart 12.202(b), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested.
This is a competitive Request for Quote (RFQ) and the solicitation number for this requirement is FA2823-26-Q-0062. The Operational Contracting Division, Air Force Test Center at Eglin, AFB, Florida, requires Drone Targets in accordance with the Technical Requirement Document dated 06 July 2026. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented.
This order is a Total Set-Aside for Small Business concerns. In accordance with FAR 19.201-1(c), only quotes submitted by Contractors that are currently designated as a small business will be considered for award. Any quote received from a Contractor that is not an eligible small business concern will be deemed non-responsive and will not be evaluated.
The North American Industry Classification System code (NAICS) is 336411 Aircraft Manufacturing with a size standard of 1500 Employees. Please identify your business size in your response based upon this standard. A firm-fixed priced purchase order will be awarded.

Award will be made to the lowest priced, responsible Offeror whose offer conforms to all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements.
The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.
The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER.
Offerors are not required to sign and return the SF1449 or any of the amendments (as applicable). The Representations are listed in the SF 1449. Please return the representations and certifications with the quote if they are not located in your SAM profile.
The Contracting Officer has determined that there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists no additional price information will be requested. However, if at any time during the evaluation the Contracting Officer determines that adequate price competition no longer exists, Offerors may be required to submit information to the extent necessary to determine the price fair and reasonable.
BASIS FOR AWARD: In accordance with FAR 12-203(b) offerors are notified that the award will be made to the lowest priced, responsible offeror that meets the minimum technical requirements. Offeror will be evaluated in accordance with FAR 12.203.
TECHNICAL ACCEPTABILITY:
A. The Government will evaluate the offer to ensure it lists the correct items and the correct quantities, and that the Offeror has provided literature or details outlining that it meets the requirements listed in the Technical Requirement Document
B. The Government will evaluate the Offeror’s performance risk as a pass/fail criterion to determine technical acceptability. The evaluation will be based on the Offeror's active SPRS assessment under the relevant Federal Supply Class (FSC) or item category at the time of proposal evaluation:
To be rated "Acceptable," an Offeror must possess one of the following SPRS color ratings:
Blue
Purple
Green
An Offeror with a rating of White (No Scorable Data), Black (No Score), or Green (Scorable Data Pending) will also be rated "Acceptable."
Award will be made to the lowest priced, technically acceptable Offeror who is also found to be responsible.
All offers must list the solicitation number, Commercial and Government Entity (CAGE) code, Company name, Point of Contact (POC), email address and phone number. If you need to obtain or renew a Unique Entity Identifier (UEI) Number or CAGE code, please visit https://www.sam.gov. Lack of registration in SAM database will make an offeror ineligible for award.
