Drug & Alcohol Testing Services

Hidalgo County is soliciting bids under RFB-26-0512-10-14-04 for the provision of drug and alcohol testing services for the Sheriff's Department. The selected contractor will be responsible for conducting an as-needed collection program that complies with local, state, and federal laws, including U.S. Department of Transportation standards. Scope of work includes pre-employment, return-to-duty, and post-accident testing, as well as random unannounced testing for approximately 25% of employees licensed by the Texas Commission on Law Enforcement or those in safety-sensitive positions. The contractor must provide certified personnel, including a Medical Review Officer, Breath Alcohol Technician, and Substance Abuse Professional. The contract is intended for an initial term of two years, with the County holding an option to extend for up to three additional one-year terms. Required submissions include insurance certificates, HUB declarations, non-collusion affidavits, and certifications regarding debarment and suspension.
