The Texas Department of Public Safety (DPS) has issued a solicitation for forensic drug analysis services, specifically seeking a qualified laboratory to perform testing, identification, and reporting on various controlled substances, including cannabis with delta-9-THC quantification. The contract, with a value ranging from five to fifteen million dollars, will span five years with an option for a six-month extension, addressing DPS’s backlog of evidence and analytical needs across multiple evidence types such as powders, pills, liquids, edibles, and plant material. The scope emphasizes accreditation compliance, quality assurance, chain of custody, and timely reporting, with performance standards requiring 30-day turnaround times and provisions for liquidated damages of up to $500 per day for delays. The contract's legal framework is governed by Texas law, and all deliverables are subject to inspection and acceptance by DPS at the point of delivery, with the contractor responsible for maintaining security, confidentiality, and proper evidence handling procedures. Vendors responding to this negotiated RFQ must submit comprehensive proposals via the DPS Online Bid Room or email by October 13, 2025. Their responses should include detailed pricing proposals aligned with a mandatory schedule, demonstrating technical competence, past performance, and financial stability, as these are the primary evaluation factors. The selection process prioritizes demonstrated qualifications and experience over price, with negotiations conducted after identifying the most qualified respondent. The contract incorporates extensive state-specific clauses covering compliance with laws, HUB subcontracting plans, confidentiality, key personnel qualifications, and audit rights. Additionally, the agreement mandates adherence to DPS’s security protocols, background checks for personnel, and detailed documentation of quality management, chain of custody, and project management plans. The procurement emphasizes transparency, compliance with Texas statutes, and the importance of timely, accurate, and secure forensic analysis services to support law enforcement and public safety objectives statewide.
