Solicitation SPE4A7-27-T-0540 is a federal procurement issued by the Defense Logistics Agency (DLA) for 14 units of extension ladder drums (NSN 1560-00-484-2049). The items are produced via a metal casting process and require specific tooling. A critical component of this contract is the First Article Test (FAT), which requires the contractor to deliver two units to Robins AFB, Georgia, within 120 calendar days of the contract date for government testing and approval. General delivery is specified as 120 days, with FOB Origin terms for general items and FOB Destination for the FAT. To be eligible for award, offerors must possess an approved US/Canada Joint Certification Program (JCP) certification and approval from the DLA controlling authority, as the technical data is subject to ITAR or EAR export controls. The procurement emphasizes strict quality standards, requiring the manufacturer's inspection system to comply with SAE AS9003 or ISO 9001. Packaging must adhere to TQ requirement IP025, RP001, and MIL-STD-129. Evaluation factors include price, with a preference for certified HUBZone small businesses, and technical acceptability; notably, items produced using additive manufacturing are ineligible for award. Invoicing and payment must be processed electronically through Wide Area WorkFlow (WAWF).
