The Naval Undersea Warfare Center Division Newport is pursuing a sole-source procurement under solicitation N66604-19-Q-0680 for forty-five DT-713 Hydrophone Assemblies, specifically part number TC4047, to support the Virginia Class Platform and the AN/BQQ-10 V4 system. The contract is being awarded to Teledyne Reson, Inc., identified as the only source capable of providing these assemblies due to the proprietary nature of their manufacturing technology. This procurement falls under NAICS code 334511, with a size standard of 1250 employees. The required delivery timeline is 20 weeks after receipt of order or sooner, with shipping terms set as F.O.B. Destination Naval Station Newport in Newport, Rhode Island. Justification for the sole-source award emphasizes that seeking alternative sources would lead to substantial cost increases and significant delivery delays ranging from 18 to 24 months. While the government issued a notice of intent to allow interested parties to demonstrate capability, the determination to proceed with a non-competitive procurement remains at the discretion of the government.
