The Defense Threat Reduction Agency (DTRA) is establishing an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the Countering Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP). The program's primary mission is to enhance the ability of partner nations and allies to deter, detect, interdict, and respond to Chemical, Biological, Radiological, and Nuclear (CBRN) incidents. The scope of work includes the planning and execution of training events, logistics support, equipment procurement, and facility management. These activities support fiscal year 2025 Section 333 Programs and other building partner capacity efforts funded via operations and maintenance funding, with performance occurring both within the United States and globally. The acquisition is a best-value source selection where mission capability is the most critical factor, followed by past performance, socioeconomic commitment, and cost. Awardees must adhere to strict security protocols, including DoD Secret clearances for personnel accessing sensitive networks and compliance with the National Industrial Security Program Operating Manual. The contract requires a comprehensive set of deliverables, including a Program Management Plan, Monthly Performance Reports, and Equipment Procurement and Shipment Plans. Socioeconomic goals are established with specific targets for small businesses, including a 12 percent overall small business goal and smaller percentages for SDB, WOSB, VOSB, and HUBZone entities. Proposals are submitted electronically via the PIEE Solicitation Module, and sample task orders are structured as Cost Plus Fixed Fee (CPFF) contracts.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
