Dumbarton Bicycle Access Improvements Project

The Dumbarton Bicycle Access Improvements Project, managed by the Metropolitan Transportation Commission, is a regional initiative designed to enhance the bicycle and pedestrian network across San Mateo and Alameda Counties. The project focuses on closing existing gaps in the regional bicycle network by modifying and enhancing current facilities within previously developed roadway rights-of-way, without altering the capacity or function of the roadways. Key activities include the installation of new Class II and Class III bike facilities, restriping, and signage installation. Specific improvements in Menlo Park involve the installation of a Class II bike lane with green thermoplastic striping, a bike box equipped with a loop detector, and various new striping configurations such as double centerlines and limit line markings. The scope of work is distributed across three primary cities. In Redwood City, improvements will occur along Maple Street, East Bayshore Road, Sleepy Hollow Lane, and Haven Drive. In Menlo Park, work is concentrated on O'Brien Drive and University Avenue. In Newark, the project covers Newark Boulevard, Jarvis Avenue, and Lake Boulevard. A Notice of Exemption filed on October 21, 2025, indicates that the project has been determined to have no significant adverse environmental impacts, qualifying for categorical exemptions under various CEQA sections. The Metropolitan Transportation Commission serves as the lead agency, with Cathy Chea designated as the primary administrative contact for capital delivery and asset management.
