San Jose State University has issued solicitation SJSU-RFP-00000755-2025 to hire a Consultant Team for the Duncan Hall Renovation Feasibility Study. The project focuses on the Carl D. Duncan Hall of Science, a 346,000 GSF multidisciplinary facility completed in 1967 that currently lacks the systems and functional layouts necessary to meet contemporary science education and research standards. Following the 2024 completion of the adjacent Interdisciplinary Science Building, the university aims to analyze how Duncan Hall can best serve the College of Science, specifically supporting disciplines such as Physics, Astronomy, Geology, Meteorology, Climate Science, Mathematics, Statistics, Biology, Chemistry, and the Animal Care Facility. The selected consultant will be responsible for developing a detailed project program, a CSU-specific feasibility study, and a construction phasing plan to support a future Capital Outlay request. The scope includes evaluating the functional redistribution of uses, assessing the need for building additions or modifications, and collaborating with university leadership, faculty, and Facilities Development and Operations. Proposals are due by November 21, 2025, at 3:00 PM PST. The primary point of contact for this professional services solicitation is Brian Lam.

Full Description

Description of Project The Carl D. Duncan Hall (DH) of Science (179,000 ASF | 346,000 GSF) was completed in 1967 as a multidisciplinary science building. It was the first high rise building on campus and is located on the southern edge of the main campus with a formidable presence along San Salvador. While appropriate formally, it requires a myriad of improvements to meet reasonable standards for a modern curriculum or contemporary science education and research. Space types include (but are not limited to): interdisciplinary lecture, teaching lab and lab service, research lab and lab services, faculty office, faculty meeting space, and specialized uses such as animal quarters, greenhouses, and rooftop instrumentation. Completed in 2024, the adjacent Interdisciplinary Science Building (ISB), provides space for Instruction, Research, Administration and for (primarily) roughly half of the Departments of Biological Sciences (Microbiology and Molecular Biology areas) and Chemistry (Synthetic and Biochemistry areas). Now that the project is complete, the University must now turn its attention back to Duncan Hall for analysis on how the existing building can best comprehensively serve the College of Science for lab disciplines such as Physics & Astronomy, Geology, Meteorology & Climate Science, Mathematics & Statistics, Biology (Physiology, Ecology and Evolution areas) and Chemistry (Physical and Analytical areas), as well as the College of Science Animal Care Facility. The existing building will require functional redistribution of uses, lacks adequate systems, and functions and other equipment to address contemporary curricular expectations. It is anticipated that some disciplines may be relocated out of the building and others moved in based on need. The existing building may (or may not) require an addition or modification to address space needs. The existing building current includes the following functional areas/types: Art & Art History (Photography) Biological Sciences Chemistry College of Science Shared Resources (Chemical Storage, Hazardous Waste, Animal Quarters, Etc.) Computer Science Geology Interdisciplinary Lecture Math & Statistics Meteorology & Climate Science Nuclear Science Physics & Astronomy Science Education The University seeks to hire a Consultant Team to prepare a detailed project program, CSU specific Feasibility Study, and construction phasing plan to support its Capital Outlay request. The selected team will be expected to work closely and collaboratively with Facilities Development & Operations, College of Science Leadership, faculty, university administrative staff, and other stakeholders to develop a program and implementation strategy that effectively and efficiently addresses the University’s mid and long-term needs.
