The U.S. Army RDECOM Acquisition Center in Natick, MA is seeking to procure 8,000 yards of Duro Blizzard polyester cloth along with one drawing for the purpose of creating print screens that will optimize an experimental camouflage pattern. The intended use of this material is to improve the USMC overwhite parka and trouser overgarments designed for mountain cold-weather conditions. Each finished garment must weigh no more than 0.65 pounds and be capable of self-stowing in a compact pocket within the garment. The fabric specifications are stringent, requiring a synthetic cloth that weighs no more than 2.2 ounces per square yard with a minimum tear strength of 7 pounds in both warp and filling directions. Additional required features include a durable water-repellent finish effective through 50 laundering cycles, low air permeability capped at 40 cfm, good drapability with a stiffness rating of 1.8 inches, a soft hand to minimize noise when in motion, and sufficient opacity to prevent woodland MARPAT pattern undergarment show-through that would compromise the snow camouflage effect. The cloth will be printed using a modified disruptive MARPAT pattern featuring white, dark gray, light gray, and mountain green colors tailored for effectiveness in snow-covered terrain, matching a temporary standard for visual and infrared reflectance. The sole contract award, anticipated as a firm-fixed-price order, will go to Duro Textiles L.L.C. located in Fall River, MA, whose Blizzard polyester fabric meets all these stringent requirements. This procurement serves as a production proof-out to validate properties for use in winter 2007 overwhite garment testing. Delivery will be FOB to the contractor's Falls River facility with inspection and acceptance occurring at a destination specified by the contractor. This procurement falls under NAICS code 313311, with a small business size standard of 1,000 employees. Questions regarding the contract can be directed to the designated Army contract specialist.
