The Dyess Air Force Base Biomass Energy Plant project remains an active government requirement aimed at procuring renewable electricity through a contractor-funded biomass energy facility on the base. This plant, designed to produce a minimum of 2 MW with the option for a higher capacity determined by the contractor, will operate under a Power Purchase Agreement in compliance with FAR Part 41. It will utilize municipal solid waste and/or biomass as fuel, meeting the standards set by the Energy Policy Act of 2005. The Air Force intends to acquire the generated renewable energy based on lifecycle costs over an anticipated 20 to 25-year period, expecting cost savings compared to current energy pricing. Contractors may also commercially sell Renewable Energy Credits derived from the plant. Award decisions will be based on the lowest-price technically acceptable proposal, with price evaluated as the present value of total estimated electricity costs over the lease term. However, issuance of the solicitation is currently delayed pending completion of a required Environmental Assessment. Energy demands at Dyess AFB currently include a base load of approximately 4 MW and peak loads reaching about 13 MW in summer months, with annual energy consumption near 65 million kWh. The solicitation, to be electronically posted on the Federal Business Opportunities website once the Environmental Assessment is complete, will be governed under NAICS code 237130, which pertains to Power and Communication Line and Related Structures Construction. Interested offerors must be registered in the Central Contractors Registration to be eligible. The government maintains the right to cancel the award and urges proponents to monitor the official website for updates. Key contacts for the project include the Chief of Infrastructure Flight and a Contract Specialist located at Dyess AFB.

Full Description

The following is an update to the information previously modified on April 6, 2010: The Dyess AFB (DAFB) Biomass Energy Plant project as stated below is still a bonafide requirement. It is the Government's intention to proceed forward with a RFP. However, we have determined that it is in the best interest of the Government and all interested parties to refrain from posting a solicitation at this time. We are currently awaiting the results of a required Environmental Assessment and are uncertain of the duration of the assessment at this time. The Government appreciates your patience during this process and asks that you please continue to monitor FedBizOpps.gov for updated status on this project. As previously stated, this project calls for a utility contract (Power Purchase Agreement) for renewable energy (electricity) from a biomass energy plant. This plant will be contractor funded, designed, constructed, operated and maintained on DAFB under a utility service contract pursuant to FAR Part 41. The facility will be fueled from municipal solid waste and/or biomass that meet the requirements of The Energy Policy Act of 2005, section 203 (b)(1). The minimum size plant contemplated is 2 MW with a maximum determined by the offeror as a business decision. The objective of DAFB is to procure the renewable energy generated from the Plant at life cycle cost over an anticipated 20-25 year period. The expectation is that DAFB would pay lower costs than it does under its current pricing structure. The contractor may sell the Renewable Energy Credits (RECs) to a third party. The successful offeror's proposal will become part of the contract upon award. Award will be made to the lowest-price technically acceptable offer. In this context, price refers to the present value total estimated electricity costs over the life of the lease. The Air Force reserves the right not to make an award. The current DAFBs energy profile includes a base load of approximately 4 MW and a summertime peak load of approximately 13 MW. DAFB currently consumes approximately 65 million kWh per year. The applicable North American Industry Classification System (NAICS) code is 237130, Power and Communication Line and Related Structures Construction. The solicitation will be issued electronically following the results of the Environmental Assessment via the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov/. Paper copies will not be available. It is the responsibility of all interested parties to review the FBO website frequently for updates/amendments to any and all documents for the solicitation. All prospective offerors interested in submitting a proposal must be registered in the Central Contractors Registration (CCR) (www.ccr.gov) in order to be eligible for an award. The closing date, time for submission of offeror's, and site visit information will be contained in the solicitation package.
