The U.S. Environmental Protection Agency's National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan, is seeking a firm-fixed-price contract for the repair and maintenance of four AIP-ECDM dynamometers and one HD MAHA AIP-CDM dynamometer over a one-year period. Due to the proprietary nature of the DynoServe Software used to control the equipment, the agency has identified Prime One Contracting L.L.C. as the sole source capable of meeting the requirements. The project falls under NAICS code 334519 and will be awarded based on the Lowest Price Technically Acceptable criteria. The scope of work includes replacing load cell rod ends on specific units, performing OEM calibration and yearly tractive force calibrations in compliance with EPA work instruction WI-1229, and completing drive verification tests. General maintenance for all five dynamometers involves conducting parasitic and diagnostic tests, performing roll lubrication and cover checkouts, and verifying that all operations remain within OEM tolerances. The contractor is required to provide a final report of all findings, ensure all replacement parts meet or exceed OEM specifications, and provide a warranty of at least one year for all parts and labor.
