The Naval Air Systems Command (NAVAIR) plans to negotiate and award a firm-fixed price order under Basic Ordering Agreement N00019-10-G-0004 to Northrop Grumman Systems Corporation (NGSC), located in Melbourne, Florida, for the installation of Technical Directives and Aircraft Change Directives for the E-2D Advanced Hawkeye aircraft. This award is expected to have a performance period of up to three years. NGSC is uniquely qualified as the sole designer, developer, and manufacturer of the E-2D aircraft, and thus holds exclusive expertise required to fulfill these installation services. The contract will be awarded without full and open competition under the authority that recognizes NGSC as the only responsible source capable of meeting the government's needs. The government invites interested parties to express their interest and capability to meet the requirements, with a 30-day window from the synopsis publication date for responses. However, any decision to compete the contract further rests solely with the government. The procurement is classified under NAICS code 336413 and will be performed at Naval Air Station Patuxent River, Maryland. For subcontracting opportunities, NGSC has a dedicated contact available. This action reflects the department’s intent to maintain a streamlined acquisition process by working directly with the only source possessing the relevant knowledge and technical proficiency for this specialized military aviation work.
