The Department of the Air Force, Air Education and Training Command (AETC) plans to negotiate a sole source, five-year contract from 2013 to 2018 with Northrop Grumman Systems Corporation (NGSC) for the development of courseware and training to support the Royal Saudi Air Force’s (RSAF) Saudi Radar System Improvement Program (RSIP) upgrade of their E-3 AWACS Radar system. This contract, justified under regulations allowing sole source procurement when only one responsible source can fulfill the requirement, focuses on creating instructor and student training materials necessary to operate and maintain the upgraded radar systems. The training includes academic sessions, practical evaluations, and on-the-job training components designed to ensure proficiency in maintaining the RSAF’s upgraded aircraft systems and related support equipment. Following the delivery of courseware, the Air Force Security Assistance Training will provide hands-on training and technology transfer of the AWACS AN/APY-2 radar system to 40 RSAF students specializing in radar maintenance. This training will be conducted at NGSC’s facilities featuring their unique systems integration laboratory, allowing for a combination of classroom instruction, self-study, and practical application. NGSC is the exclusive source for this contract due to its proprietary ownership of the radar’s technical data, its unique expertise, and sole possession of the necessary training environment. The contract is managed from Randolph Air Force Base, TX, with primary contacts being the Contract Specialist Florence A. Taplin and Contracting Officer Joseph S. Sitterly. The place of performance for the training is in Linthicum Heights, Maryland.

This proposed contract action is pursuent to the authority of 10 USC2304(c)(1), as implemented by FAR 6.302-1(a)(2),--Only One Responsible Source No Other Supplies or Services Will Satisfy Agnecy Requirements. Pursuent to FAR 5.207(c)(16)(i) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed procurement is for courseware development and training required by the RSAF in support of their on-going procurement of the Saudi RSIP upgrade. a. The initial requirement is to develop instructor courseware and student materials to support the objectives of training to provide the necessary skills to operate and maintain the RSAF RSIP modified aircraft systems, subsystems, and related support equipment. The courseware and student material will be used to support academic training consisting of lecture/discussion sessions and laboratory exercises, as well as course execution including student academic and practical evaluations to validate and reinforce learning and course materials to support testing procedures and on-the-job training (OJT). b. Once the instructor courseware and student materials are delivered, Air Force Security Assistance Training's requirement will be to provide training and technology transfer of AWACS AN/APY-2 radar knowledge and skills to 40 RSAF, Specialty 197X2, students under Foreign Military Sales procedures. Initial skill training and technology transfer for AWACS Radar Maintenance Technicians will include a combination of prepared classroom studies, computer-based self-study, and hands-on practical application at the contractor's CONUS facilities which houses NGSC's systems integration laboratory. This laboratory provides the training support equipment. The contractor's unique qualifications or nature of the acquisition requires the use of the authority cited for the following reasons: NGSC is the designer, manufacturer and owner of the proprietary data (radar drawings and radar technical manuals) for the RSAF AWACS AN/APY-2 radar system and is uniquely qualified to provide the total requirement. NGSC is the only source possessing the highly specialized radar knowledge, hardware, and necessary personnel skill sets to satisfy RSAF's requirement. NGSC is uniquely qualified and capable to develop instructor courseware and student materials and to provide training and technology transfer of AWACS AN/APY-2 radar knowledge, and skills, to RSAF students. In addition, NGSC owns the only AWACS AN/APY-2 radar systems integration laboratory, which provides the necessary training environment. Opportunity Partnership Grant (OPG)
Solicitation # FY27_001-NGO
The Opportunity Partnership Grant (OPG), administered by the New Jersey Department of Labor and Workforce Development, is a competitive funding opportunity designed to provide occupational training for eligible displaced or dislocated workers. The program focuses on labor demand occupations identified by the New Jersey Workforce Development Board, aiming to place participants in full-time, year-round positions offering wages of at least $20.00 per hour. To be eligible for additional funding, grantees must ensure at least 50 percent of trainees who complete the program are placed in training-related positions. Training must consist of at least 20 hours per week and lead to an industry-valued credential or required licensure. Applications are submitted via the Intelligrants (IGX) system and are evaluated on a 100-point scale based on the quality and completeness of the executive summary, program narrative, and budget. Key financial constraints include a cap on administrative costs at 10 percent of direct costs, and a requirement that training be competitively priced with the state's Eligible Training Provider List. The application process involves three critical steps: IGX registration and a Letter of Intent both due by October 14, 2026, followed by the final application deadline on November 18, 2026. Awarded grantees operate on a prior month's cost reimbursement method, with monthly invoices and benchmark tracking forms due by the 5th of each month. Performance is measured by enrollment, mid-point retention, course completions, and job placements. Grantees must meet specific milestones, including enrolling 25 percent of contracted participants within the first three months and utilizing 30 percent of grant funds within the first six months of enrollment. Final close-out reports and invoices are required within 30 days of the last job placement benchmark.
