The Naval Air Systems Command intends to issue a delivery order to Rockwell Collins, Inc. for the installation of E-6B Carbon Brake modifications on three aircraft. This work is to be performed concurrently with Block I modifications to ensure adherence to the Ready for Tasking schedule. Because Rockwell Collins is the original equipment manufacturer and the sole integrator for numerous E-6B mission systems, the government is pursuing this procurement on an other than full and open competitive basis under the authority of 10 U.S.C.2304 (c)(1). The procurement is categorized under NAICS code 336411 and will be performed in Richardson, Texas. While the government identified Rockwell Collins as the only responsible source capable of meeting the required timelines, interested parties were given the opportunity to submit capability statements for consideration. The process is managed by the Department of Defense through the Naval Air Systems Command office located in Patuxent River, Maryland.

Full Description

The Naval Air Systems Command (NAVAIR), intends to issue a Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-14-G-0021 with Rockwell Collins, Inc. (RCI) on an 'other than full and open' competitive basis for the installation of E-6B Carbon Brake modifications on three (3) E-6B aircraft during Block I modification. RCI is the Original Equipment Manufacturer (OEM) and sole integrator of a significant number of mission systems for the E-6B platform, and is currently under contract to install Block I systems. As such, RCI is the only responsible source capable with the necessary access to perform the Carbon Brake modification effort simultaneously with the Block I schedule. This intended procurement will be processed pursuant to the authority of 10 U.S.C.2304 (c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Failure to meet required timelines will result in a delay to the Government that is not expected to be recovered through competition as well as failure to comply with Ready for Tasking (RFT) schedule constraints. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 2 March 2018, 1700 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. For other information, contact LCDR Dave Schultz, Code 2.3.1.4.6, telephone (301)995-4563, e-mail: david.a.schultz@navy.mil .
