The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAVV FAR 13.106 1)American Society for Testing and Materials, 100 Barr Harbor Dr, West Conshocken, PA 1928-2951, as the only responsible source that can provide electronic access to Digital Library. American Society for Testing and Materials is the sole publisher and provider of electronic access to Digital Library. The Government intends to procure from only one source under the authority of FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures per FAR 13.There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 519130 with a Small Business Size Standard of 500 employees. This is not a request for competitive proposals and no solicitation is available. Interested organizations may submit their capabilities in writing to the identified point of contact not later than 12:00 p.m. CST, Friday, December 18, 2015.
