The U.S. Navy intends to procure, on a sole source basis from Rockwell Collins, Non-Recurring Engineering (NRE) to design, develop, manufacture, install and test 16 airborne-qualified Northstar digital terminal set modification kits for E-6B aircraft and 3 airborne-qualified Northstar digital terminal modification kits for the E-6B test facility and trainers that are fully compatible and interoperable with AT&T's Northstar terrestrial communication network digital ground terminals. This is considered Phase IV of the E-6B Internet Protocol/Bandwidth Expansion (IP/BE) program. The Naval Air Systems Command intends to issue a Firm Fixed Price (FFP) Contract with Rockwell Collins on an other than full and open competitive basis to accomplish this effort. Rockwell Collins is the lead engineering developer and prime integrator for the Northstar terrestrial communication network digital ground terminal modification. The Northstar ground terminal modification will employ a terminal set that utilizes Restrained Frequency Modulation (RFM) waveform technology. Rockwell Collins is the only source possessing the proprietary data and engineering expertise needed for the design, development and integration of a digital airborne terminal set that is fully interoperable and compatible with the Northstar digital ground terminal RFM waveform implementation.
