Parks Canada is seeking qualified accessibility consultants through a nationwide supply arrangement to support the fulfillment of the Accessible Canada Act (2019), which mandates full accessibility of its places, services, and programs by 2040. The purpose of this indefinite-delivery, indefinite-quantity arrangement is to establish a pre-approved list of firms capable of conducting accessibility assessments across all provinces and territories in Canada, excluding areas subject to Comprehensive Land Claims Agreements in Yukon, the Northwest Territories, Nunavut, Quebec, and Labrador. Contracts issued under this arrangement will range from $1,000 to a maximum of $500,000 CAD, inclusive of taxes, with no fixed end date—remaining active until the Government of Canada determines it is no longer advantageous to maintain. Proposals must demonstrate technical capability through mandatory and point-rated criteria, including project manager experience, audit history covering both indoor and outdoor environments, detailed methodology addressing diverse accessibility needs, and report quality. A minimum technical score of 70 out of 100 is required for responsiveness, and awards will be made on a best-value trade-off basis, not based on lowest price. Proposals must be submitted via email as attachments to soumissionsest-bidseast@pc.gc.ca only, and must not exceed 15 megabytes in total size; submissions using links, sent by fax or courier, or directed to any other email address will be rejected. All documents must be organized into three sections: Technical Arrangement, Certifications, and Additional Information, and must include verified declarations of entity ownership, compliance with integrity provisions, and evidence of availability. Bidders must specify the provinces and territories they can serve and the languages in which services can be delivered. No security clearance is required, and while no formal corporate size or socioeconomic set-asides are imposed, the government retains the right to negotiate with suppliers. The Supply Arrangement will only permit contract awards once at least three qualified suppliers have been selected. Proposals will be evaluated by the Supply Arrangement Authority, Bonnie Knott, based on technical merit, and accepted deliverables include comprehensive written reports, annotated photos, spreadsheets of observations, draft and final presentations, and certifications. All work must comply with the National Park Act and align with the Visitor Experience Cycle, ensuring accessibility across planning, travel, arrival, visitation, departure, and memory phases for individuals with mobility, sensory, developmental, and mental health needs.
