N00164-13-G-WS67 - EA-18G AN/ALQ-227 SRA EXPANDED DIAGNOSTIC CAPABILITY - FSC 5865 - NAICS 334220 Issue Date 17 DEC 2014 - Closing Date 18 JAN 2015 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-13-G-WS67. The Government has a requirement for the procurement of EA-18G Growler AN/ALQ 227 Communications Countermeasures Set (CCS) enhanced Shop Repairable Assembly (SRA) diagnostic capability as part of the overall AN/ALQ 227 Repair Depot standup at the Naval Surface Warfare Center, Crane, Indiana under Basic Operating Agreement N00164-13-G-WS67. The ceiling of this BOA will be increased accordingly to support this effort. This effort includes modifications, upgrades, engineering support, technical support, logistical support, assemblies and subassemblies, ancillary equipment, systems and subsystems integration of the CCS SRAs and other variant or derivative systems. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304c)(1) as implemented by FAR 6302.1 with the Ratheon Company, 1010 Production Rd., Fort Wayne, Indiana 46808-4106-the design and manufacturing source for the EA-18G CCS. The Government does not possess data rights necessary for the preparation of the desired items. The basis for restricting competition is the cost that would be duplicated to design, manufacture, perform first article testing, acquire flight certification, generate Acceptance Test Procedures, and perform electrical load and stress analysis in laboratory, ground and flight testing. The solicitation will be made available to interested parties upon request to the Point of Contact (POC) at NSWC Crane. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The POC is Mr. Scott Barnes, Code 0222 WB at Tel: (812)854-5773 or email scott.j.barnes@navy.mil. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Contracting Office Address: Code 0222 WB, Building 121 Room 235 300 Highway 361 Crane, IN 47522-5000

EVALUATION/REPAIRS
Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
