Eagle Reserve Golf Course Full-Service Golf Course Management

Texas A&M University–Texarkana is seeking a qualified firm to provide full-service operational management of Eagle Reserve, an 18-hole golf course located directly across from campus and featuring dramatic elevation changes and views of Bringle Lake. The university acquired the property with the intent to transform it into a premier college amenity and regional golf destination that supports its broader mission in student life, athletics, alumni relations, and recruitment. The selected contractor will be responsible for comprehensive management of all non-food and beverage functions including golf shop operations, course maintenance, administration and bookkeeping, marketing, staffing, budget development, member billing, and cash flow management. The contract requires strict alignment with TAMUT’s operational goals and compliance with Texas state laws, including the Public Information Act, Franchise Tax requirements, and non-discrimination statutes. The contract is anticipated to be three to five years in duration with renewal options by mutual agreement, and award is expected by October 1, 2026. Proposals must be submitted as a single PDF by September 1, 2026, through a designated online portal, with no exceptions for late or alternative submissions. The evaluation will be based on best value, not lowest price, with the highest weighting given to fee structure and risk-sharing mechanisms, which must include meaningful elements such as loss sharing, capital contributions, or performance guarantees. Additional significant evaluation factors include technical approach, experience with comparable courses, financial stability, references, and mandatory participation in the VetHUB program to engage veteran-owned businesses. Contractors must provide extensive documentation including proof of financial capability, certificates of insurance naming TAMUT and the A&M System as additional insureds with waiver of subrogation, a completed VetHUB participation plan, and signed affirmations regarding compliance with state laws prohibiting boycotts, affiliation with sanctioned countries, discrimination against energy or firearms entities, and franchise tax status. All proposals must include full disclosure of ownership, key personnel, and any potential conflicts of interest. The contractor is subject to audit rights by the Texas State Auditor’s Office and must submit monthly financial reports and KPIs. Termination may occur with 90 days’ written notice for convenience or for cause, and assignment of the contract is prohibited without prior written consent. The place of performance is Eagle Reserve Golf Course in Texarkana, Texas, and all deliverables must be executed independently while coordinating seamlessly with Chartwells, which manages food and beverage services separately.
