Early Assessment and Support Alliance (EASA) Letter of Interest

Washington County, in accordance with its procurement rules for personal service contracts, is utilizing a Letter of Interest (LOI) process for the Early Assessment and Support Alliance (EASA) solicitation, numbered 2026.050-LOI. Interested proposers are required to submit a letter by May 18, 2026, indicating their intent to respond to a potential subsequent Request for Proposal (RFP). If the number of proposers submitting letters does not exceed the number of contracts available, the County reserves the right to negotiate directly with those respondents, bypassing the RFP stage entirely. Only entities that submit a Letter of Interest will be invited to participate in any future RFP. The solicitation is managed by the Oregon Health and Human Services (HHS) office located in Hillsboro, Oregon.
