Washington County, in accordance with its procurement rules for personal service contracts, is utilizing a Letter of Interest (LOI) process for the Early Assessment and Support Alliance (EASA) solicitation, numbered 2026.050-LOI. Interested proposers are required to submit a letter by May 18, 2026, indicating their intent to respond to a potential subsequent Request for Proposal (RFP). If the number of proposers submitting letters does not exceed the number of contracts available, the County reserves the right to negotiate directly with those respondents, bypassing the RFP stage entirely. Only entities that submit a Letter of Interest will be invited to participate in any future RFP. The solicitation is managed by the Oregon Health and Human Services (HHS) office located in Hillsboro, Oregon. Point of contact for this process include Corey Pursel, Senior Program Coordinator for Adult System Development & Investments, and Danielle Howard, Procurement Analyst II. This approach streamlines the competitive process for purchasing personal services by potentially limiting competition to those who have expressed interest up front, ultimately facilitating the County’s ability to secure contract services efficiently while complying with procurement regulations.

Per Washington County Rules of Procurement 10-120(4) - Competitive Process – Personal Service Contracts Notwithstanding any other provision in these rules, for personal services contracts the County may use a Letter of Interest process which requires any prospective proposer(s) to file a letter by the given deadline that notifies the County of its intent to respond to any subsequent RFP. If the number of interested proposers who turn in a letter does not exceed the number of contracts available then the County reserves the right to negotiate a contract(s) with that responder(s) and forego the RFP process. If this LOI moves to a RFP only those that responded to this LOI will be invited to participate in the RFP.
