The National Oceanic and Atmospheric Administration’s Western Acquisition Division and Pacific Marine Environmental Laboratory are seeking market information for an Earthmover data access service to support the Changing Ecosystems Fisheries Initiative. The requirement is to deploy a cloud-native platform that converts large, unstructured NetCDF model output files from NOAA’s Modular Ocean Model 6 into Icechunk-backed Zarr format hosted on Amazon S3, enabling rapid and efficient access for approximately 125 NOAA users. The solution must provide fine-grained access controls to restrict pre-publication data to authorized PMEL researchers, expose data via standard OGC-compliant endpoints including EDR, Tiles, and OPeNDAP using Flux, and integrate Xarray-native functionality through ArrayLake. The system must include two administrative accounts, display NOAA-provided branding, and be configured to meet all technical specifications without modification to existing NOAA infrastructure. A Firm-Fixed-Price contract is expected, with a single one-year performance period beginning no later than September 18, 2026, and no option periods anticipated. The North American Industry Classification System code is 513210 for Software Publishers with a size standard of $47 million in annual revenue.
