East Cypress Corridor Specific Plan

The East Cypress Road Widening Project (CIP 302 & 310) is governed by Lake and Streambed Alteration Agreement EPIMS-CCA-57357-R3, executed by the California Department of Fish and Wildlife (CDFW) pursuant to Fish and Game Code section 1602. The City of Oakley serves as the project applicant and lead agency. Approved on August 12, 2025, the project is located in Contra Costa County at an unnamed tributary to Little Dutch Slough, specifically identified by Assessor's Parcel Number 032-270-822-0. The scope of work involves roadway expansion requiring clearing, cut, and fill operations within two connected perennial wetlands and one unnamed tributary. Key activities include the sawcutting and removal of existing pavement, clearing and grubbing of vegetation in wetland and riparian areas, and leveling and paving to the new design grade. Prior to the project, two California black walnut and three Goodding's black willow trees were removed. The project is subject to specific mitigation measures and a Mitigation Reporting or Monitoring Plan adopted by the CDFW to ensure no significant environmental impact within its jurisdiction. Administrative oversight is managed by Ken Strelo for the City of Oakley and Torrey Soland for the CDFW Bay Delta Region.
