East Field Office Large Term Multiple Award IDIQ for Construction Services With Design Build Capabilities

The General Services Administration (GSA), Region 3, has identified a need for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Term contract with Design-Build Capabilities for government owned and leased facilities throughout the following areas: Pennsylvania: Counties of Philadelphia, Delaware, Chester, Montgomery and Bucks New Jersey: All counties excluding Bergen, Passaic, Morris, Hudson, Monmouth, Middlesex and Union Delaware: Entire State The NAICS code applicable to this proposed procurement is 236220, Commercial and Institutional Building Construction. All respondents must be certified to work within this NAICS code. The award of multiple IDIQ contracts is anticipated. Ordering officials will solicit and award task orders for specific projects on a competitive basis among the IDIQ awardees. The estimated values of all projects/task orders will range from $30,000 to $3,000,000. The Maximum Ordering Limitation of this IDIQ is $75,000,000 (aggregate). The $75,000,000 will not be separated equally per awardee. Each contractor on the IDIQ will be able to bid on any task order, regardless of how much work has been completed previously by the contractor on the IDIQ. The minimum guarantee for this contract is $2,500.00 per contractor for the base year. There is no guaranteed minimum for any option years. The term of the IDIQ contracts will be a one (1) year base with four (4) one-year options. The contracts under this IDIQ may include pre-negotiated line items as well as the authority to negotiate non-line item work as necessary. Each project/task order will be competed among IDIQ contract awardees using criteria established by the ordering office (price alone or a combination of price and technical factors). This contract vehicle may be utilized by both Regional and Field Office personnel. A minimum of three (3) contracts will be awarded, however the Government has the discretion to make award to a maximum of six (6) firms. This proposed procurement is anticipated to be set aside for small businesses under FAR 19.502-2. One (1) contract may be reserved for an 8(a) firm and one contract may be reserved for a Service Disabled Veteran Owned Small Business (SDVOSB). The government has the right to award more than one contract to any of the concerns if it is determined they represent the best value to the government in accordance with the source selection criteria. The government will only meet this concern if a proposal is received from a Service Disabled Veteran Owned Small Business and/or 8(a) business concern that is responsive, responsible, and received an overall technical score of "Acceptable" or greater and represents a fair and reasonable price. If it is determined that no SDVOSB offeror proposes an acceptable proposal at fair and reasonable price, a SDVOSB concern will not be recommended for an award and the government is no longer bound to make an award to this concern. IDIQ contracts will be awarded to responsible offerors whose proposals offer the best overall value to the Government. Individual projects/task orders will range in value from $30,000 to $3,000,000. Projects/task orders outside of this dollar range may also be competed among the IDIQ awardees, if it is in the best interest of the government to do so. However, awardees have the option to decline any project/task order award in such case. The pre-proposal meeting date will be included in the solicitation.
