The Naval Air Warfare Center Aircraft Division at Lakehurst is soliciting annual preventative maintenance services for 15kV medium voltage switchgear at the EMALS Steam Catapult Test Site under a firm-fixed-price contract with a limited competition restricted exclusively to EATON (CAGE 31795) and its authorized distributors. The solicitation, identified as N68335-26-Q-1159 and issued under FAR Parts 12 and 13, requires submission of a quote via email by 8 July 2026, with the base performance period beginning on 10 August 2026 and extending through four option years until February 2030. All offers must precisely match the part numbers listed in Attachment 001; failure to provide an exact match for every item renders the offer ineligible, and award will be made to the lowest-priced eligible offeror on a technically acceptable basis. Delivery must be FOB destination in the continental United States, with the vendor bearing all shipping costs and risks until delivery, which must be included in the unit prices. The scope includes one annual maintenance visit per year covering specific equipment such as disconnect switches, vacuum circuit breakers, and relays, with the contractor required to provide a Field Service Report (CDRL A001) detailing findings, test data, and recommendations, and to repair minor deficiencies on-site at no extra cost. All offerors must maintain an active SAM.gov registration throughout the proposal and award cycle and must certify compliance with FAR and DFARS clauses relating to responsibility, subcontracting limitations, cybersecurity, and trade restrictions. The contractor must have a current, valid NIST SP 800-171 DoD Assessment posted in the Supplier Performance Risk System, adhere to the Cybersecurity Maturity Model Certification framework, and comply with requirements for safeguarding unclassified information. The contract incorporates clauses on contractor employee whistleblower rights, restrictions on gratuities and payments to influence federal transactions, Buy American provisions, prohibitions on acquiring covered defense telecommunications equipment from specified entities, counterfeit part detection, and restrictions on specialty metals and semiconductor products. The offeror must also submit a completed Commercial Item Checklist and ensure all electronic submissions, including spreadsheets, are Excel-compatible with active formulas and links. Quotes must remain valid until 31 August 2026, and early delivery is permitted without additional cost to the government.
