Full Description

This is a BRAND-NAME ONLY requirement. The Engineering Laboratory at the National Institute of Standards and Technology (NIST) has three server closets housing a variety of server and networking equipment. The Engineering Laboratory's Uninterruptable Power Supply (UPS) backup infrastructure is over 20-years old and a portion needs to be replaced. The current UPS system was manufactured by Best Power, which Eaton Corporation acquired in 2004. Deviating to an alternate UPS system would inhibit the remaining UPS infrastructure not being compatible and interchangeable ultimately jeopardizing the Government's 20-year Eaton infrastructure investment. Only Eaton Corporation and its authorized resellers have proprietary knowledge of all up-to-date service practice techniques required to keep its products operating in accordance with the manufacturer's specifications. Only Eaton and its authorized sellers can supply the required components and manufacturer's service guaranteeing that any replacement components will be fully compatible with the equipment while meeting the manufacturer's specifications. Software and firmware updates are protected on Eaton's internal network and not available to their customers; an Eaton CSE must install them. Use of service technicians other than Eaton-certified technicians for installation, repair, and maintenance services will void the manufacturer's warranty - making the consumer responsible for any required repairs. Note: Reference attachments for complete solicitation. **Amendment 001: The purpose of this amendment is to address a question posed by a potential offeror regarding the solicitation. The due date for quotations and all other terms and conditions remain unchanged. Please reference attachment titled, "Amendment 001" for question and response.**

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
