The National Oceanic and Atmospheric Administration (NOAA) is seeking to award a firm fixed price contract for EATON Valve Plugs, part number M-109, with national stock number 4730-01-190-9157, to support maintenance operations at the National Logistics Support Center in Grandview, Missouri. This is a brand name requirement justified by extensive research confirming that no comparable product can meet the exact fit, form, and function necessary for replacement in the Azimuth Drive Module Assembly of NEXRAD radar equipment. Without this specific component, the National Weather Service cannot fulfill its Tri-Agency Agreement to maintain spare parts inventory, putting the mission readiness of the nationwide radar network at significant risk. The solicitation, identified as 142082-26-0451, is structured as a total small business set-aside under NAICS code 332911 and will be awarded based on the lowest evaluated price from quotes that meet or exceed the acceptability standards for non-cost factors, in accordance with FAR 12.203(c)(2). All offerors must be registered and active in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) and must provide a written confirmation of their small business status, organizational conflict of interest status, and official authorization as an EATON reseller. Submissions must be sent via email to the point of contact by the deadline of July 22, 2026, and failure to comply with any mandatory documentation requirement will result in a non-compliant quote. Deliveries must be made to 14200 Merritt Rd, Grandview, MO 64030, with partial and early shipments permitted. Each valve plug must be individually packaged in a unit shipping container of sufficient strength to withstand handling by commercial carriers such as FedEx and USPS, and these containers must then be placed within exterior shipping packages. All shipments must be palletized to a maximum of 44 inches by 44 inches with a stacking height not to exceed 48 inches, shrink-wrapped, and double-strapped in both directions. Markings must adhere strictly to MIL-STD-129M and MIL-STD-1189B, including text identification of product, contract, and vendor details as well as barcoded data; serialized container numbers and total shipment counts must be clearly labeled on multi-container shipments. The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for EATON Valve Plugs (P/N M-109 NSN 4730-01-190-9157) for the National Logistics Support Center in Grandview, MO. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 12.203(c)(2).   This is a brand name requirement.

Brand Name Justification:

The EATON Valve Plug brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The Program invested time and research to ensure fit form and function of all components and parts, to include The EATON Valve Plug which is a manufactured consumable replacement part for the Azimuth Drive Module Assembly. The EATON Valve Plugs are required for routine NEXRAD repairable equipment maintenance. Without the EATON Valve Plug, the National Weather Service (NWS) would be unable to meet its Tri-Agency Agreement to provide internal and external stakeholders with spare parts for repair and replacement. The EATON Valve Plugs are currently identified as zero-balance and are paramount to ensuring the NEXRAD system remains full mission-capable. If this requirement is not solicited for the EATON Valve Plug brand name, the mission impact would be significant, as the radar system could become inoperable due to a lack of compatible repair parts.

DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
