NOTICE OF PROPOSED CONTRACT ACTION THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis provides the Government's intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Air Force Life Cycle Management Center (AFLCMC), Business and Enterprise Systems (BES) Directorate, Human Resources Systems Division Contracting Office (HIHK) intends to purchase Oracle E-Business Suite (EBS) and Business Intelligence (BI) Software Training and Support Services. Award will be made to Aspect Software Inc, CAGE Code 51ZM4. The NAICS code for this requirement is 611420, Computer Training, with a Product Service Code of U008, Training/Curriculum Development. The following classes/services are included in this requirement: - Private R12.x Oracle E-Business Suite Essentials for Implementers (tailored) - Private Combo class: R12.x Oracle HRMS Work Structure Fundamentals/R12.x Oracle HRMS People Mgmt Fundamentals (tailored) - Private R12.x Oracle Time and Labor Fundamentals - Private Combo class: R12.x Oracle Payroll Fundamentals: Earnings and Deductions/ R12.x Oracle Payroll Fundamentals Configuration (Tailored) - Private R12.x Oracle HRMS Self Service Fundamentals - Private R12.x Oracle Payroll Fundamentals: Administration - Private R12.x Implement Oracle Workflow - Private R12.x Oracle HRMS iRecruitment Fundamentals - Private R12.x Oracle HRMS Total Compensation Foundations - Private R12.x HRMS Compensation Workbench and Salary Configuration - Private R12.x Oracle HRMS Advanced Benefits Fundamentals - Private R12 HRMS Talent Management Fundamentals - Private R12.x Oracle HRMS Performance Management Fundamentals - Unlimited Product Learning Subscription - Full-Time Project Management FA8734-16-C-0001 was awarded competitively as a brand name only acquisition. This follow-on contract is for the incumbent contractor, Aspect, to provide the same services as were provided under FA8734-16-C-0001. The purpose of the follow-on effort is to ensure continuous and uninterrupted training services to be performed by Aspect due to substantial duplication of costs to the Government that are not expected to be recovered by competition and unacceptable delays in fulfilling the agency's requirements. When FA8734-16-C-0001 was awarded, the Government could not anticipate the length of the Air Force Integrated Personnel and Pay System (AFIPPS) schedule for development and test. The AFIPPS contract was awarded in May 2018, when FA8734-16-C-0001 was approximately 75% complete. The HAF/A1 requirement is to have continuous and uninterrupted training until AFIPPS-specific training replaces the training required under this action, which, according to the AFIPPS schedule, should occur in the third quarter of FY2019. If the Government does not award this requirement to Aspect, the Government will receive less actual training time for the required period of performance. Delays in training would decrease the number of classes available within the timeframe, which is not acceptable to the AFIPPS schedule. A sole source Justification and Approval document (appropriately redacted) will be posted to the Government Point of Entry within 14 days after contract award. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
