DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. It is a market research tool being used to determine potential and eligible firms capable of providing the supplies and/or services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. INTRODUCTION The Naval Air Systems Command, PMA-265 (Program Office for F/A-18A-D Aircraft), is soliciting information from industry to determine potential contractors who have the skills, experience, qualifications, and knowledge required to successfully retrofit changes for the Inner Wing Panel (IWP) into F/18A-D aircraft. The purpose of ECP-631R1 is to address the 74A110962 Inner Wing Rib 6. During the Engineering analysis, Structural Life Assessment Program/Service Life Extension Program (SLAP/SLEP) investigation projects the asset will not meet the projected 10K hour life limit and require a retrofit repair. If left as is, potential fatigue damage can ensue which, if not detected, would lead to possible loss of life, loss of component, or loss of aircraft if in flight. Boeing is the current manufacture on file and is part of the IWP build with parts currently in production. The retrofit repair will improve readiness and increase the F/A-18A-D ability to reach targeted flight hour goal. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP), BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirements as stated in this synopsis. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. Vendors can additionally provide a capabilities statement of no more than 1 page in length that demonstrates the respondent's ability to meet the requirements as specified herein, including the delivery schedule requirements. The Government is interested in receiving vendors' commercial published price lists for items they believe meet the need in this RFI. The Government is also interested in lead-time and current stock level. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any follow-on information. All responses, including capability statements, shall be submitted no later than 5:00 PM EST, 20 October 2018. Responses shall be submitted electronically to the designated Contract Specialist, Patricia Reed, in Microsoft Word format or Portable Document Format (PDF) at the following email address: patricia.a.reed@navy.mil. Please submit any questions regarding this synopsis to Patricia Reed via e-mail to patricia.a.reed@navy.mil. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this sources sought.

Solicitation # N0042126R1011
Solicitation N0042126R1011 is a Request for Proposal issued by the Naval Air Warfare Center Air Division for T-6 and T-34 aircraft maintenance and contractor logistics support. The requirement is a full and open competition for a single-award IDIQ contract with a five-year ordering period. The scope of work includes general maintenance for T-6 aircraft, satellite site support for T-34 aircraft, preservation and depreservation services, and specialized support such as variable flight hour surge and detachment mobilization. Performance is required across multiple locations, including NAS Corpus Christi, NAS Whiting Field, and NAS Pensacola, and involves operations for manned fixed-wing aircraft equipped with ejection seats and On-Board Oxygen Generating Systems. The contract utilizes a mix of pricing structures, including Firm Fixed Price for monthly maintenance and site support, Composite Hourly Firm Fixed Price for premium labor and engineering services, and Cost-Reimbursement for parts, materials, and emergent travel. Award will be determined via a tradeoff process to identify the best value, with Technical being the most important factor, followed by Past Performance, and then Small Business participation; combined, these non-price factors are significantly more important than price. Proposals must be submitted electronically via the PIEE Solicitation Module by November 6, 2026, and must include five distinct volumes covering contract administration, technical approach, past performance, cost/price, and small business commitments.

NAWCAD WOLF Identification Systems Technical Management Support Services RFO
Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River or St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, evaluated through a sample task and key personnel resumes, and past performance are used to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Contract Surveillance Plan and CPARS evaluations.
