The U.S. Navy, through Fleet Logistics Center Puget Sound on behalf of Military Sealift Command, is seeking a sole-source procurement of two EC-P4N MICRO CONTROL SUB ASY parts directly from The Edro Corporation, the original equipment manufacturer, as mandated by COMSCINST 4490.1 for use on mission-critical main engine and engine room equipment aboard MSC fleet vessels. This requirement is not open to competition unless responses to the notice indicate otherwise, with the government retaining full discretion to proceed without a competitive process. The contract, identified as solicitation N0040626Q0166, is anticipated to be awarded in May 2026 under a firm-fixed-price structure, with delivery of the items due no later than May 29, 2026, at the Military Sealift Command BATS facility in San Diego, California under FOB Destination terms. Offerors must comply with stringent military packaging, marking, and identification standards including MIL-STD-2073-1, MIL-STD-129R, and MIL-STD-130, requiring two-dimensional Data Matrix barcodes with specific encoding formats for unique item identification and full traceability. Each shipment must be segregated by vessel, labeled with the USNS RICHARD E. BYRD hull number, and transported via a fully tracked commercial freight method. Invoicing is exclusively required through Wide Area WorkFlow (WAWF), with payment administered by DoDAAC N50082, and all submissions must be made electronically by the May 14, 2026 deadline to the contracted point of contact. The government will evaluate submissions based on technical capability, past performance, and price reasonableness under RFO 12.203, with no numerical weightings or adjectival ratings specified, suggesting a trade-off methodology. Offerors must also certify compliance with security requirements including safeguarding covered contractor information systems under FAR 52.240-93 and DFARS 252.204-7012, prohibitions on covered telecommunications equipment under DFARS 252.204-7018, and representations related to unique entity identifiers and CAGE codes, particularly confirming whether they are the OEM or distributor. No options, contract extensions, key personnel requirements, or security clearances are specified, and the procurement operates entirely under standard FAR and DFARS clauses with deviations noted
