The Naval Air Systems Command is issuing a Firm Fixed Price Delivery Order to The Boeing Company under Basic Ordering Agreement N00019-11-G-0001 for the Engineering Change Proposal 6213R2 Trailing Edge Flap Redesign. This effort is necessitated by structural deficiencies, including cracks and failures, discovered during testing and teardown analysis of the Cocure Trailing Edge Flap. The project involves replacing the majority of the Cocure structure with a honeycomb-based aluminum bond assembly and covers non-recurring engineering for retrofit and production, integrated logistics support, and production recurring for Lots 35 through 37. Boeing is designated as the sole source for this procurement because it is the original equipment manufacturer and the only entity with the necessary design knowledge, expertise, and personnel to integrate these changes into the F/A-18 aircraft. This action falls under a broader Class Justification and Approval authorizing sole-source orders for F/A-18 and EA-18G weapon systems. Any participating party must possess the required facility and personnel clearances and provide a Statement of Qualifications to demonstrate their ability to meet the government's schedule and performance requirements.

The Naval Air Systems Command intends to place a Firm Fixed Price (FFP) Delivery Order (DO) under an existing Basic Ordering Agreement (BOA), N00019-11-G-0001 with The Boeing Company of St. Louis, Missouri 63166, for the procurement of Engineering Change Proposal (ECP) 6213R2 Trailing Edge Flap (TEF) Redesign. This ECP will replace most of the Cocure structure with a "Honeycomb" based aluminum bond assembly. This effort procures the non-recurring engineering (retrofit and production), ILS, and production recurring for Lots 35 through 37 associated with ECP 6213R2. Boeing is the sole designer, developer, manufacturer and integrator of the F/A-18 aircraft in its various configurations and is the only source with the knowledge, expertise and on-site personnel base necessary to accomplish this effort. Any interested party must have the approved facilities and personnel clearances necessary and also demonstrate its' ability to obtain any required clearances in time to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government's needs within the required response time.
