Sealed proposals for the construction of the ECTOR COUNTY – AMERICAN RESCUE PLAN ACT 3RD STREET WATER LINE IMPROVEMENTS project will be received electronically through the OpenGov Procurement Portal or in person at the Ector County Administration Building Annex, Purchasing Department, 1010 East 8th Street, Odessa, TX , until 2:00 PM CST, Tuesday, September 1, 2026 . Proposals will be publicly opened and read aloud at 2:00 PM CST in the Commissioners Courtroom, Ector County Administration Building Annex, 1010 East 8th Street, Odessa, Texas . Bids submitted in person shall be enclosed in a sealed envelope upon the blank bid form furnished and clearly marked: "ECTOR COUNTY – AMERICAN RESCUE PLAN ACT 3RD STREET WATER LINE IMPROVEMENTS – DO NOT OPEN UNTIL 2:00 PM CST, TUESDAY, SEPTEMBER 1, 2026." Bids submitted electronically must be uploaded through the OpenGov Procurement Portal no later than the stated bid deadline. Late submissions, whether electronic or in person, will not be accepted. The project to be constructed will be financed with assistance from the U.S. Department of the Treasury under the Coronavirus State and Local Fiscal Recovery Funds (SLFRF/ARPA) program and is subject to all applicable federal and state laws and regulations. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rates, as issued by the U.S. Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for contracts and subcontracts for construction. All contractors and subcontractors that are debarred, suspended, or otherwise excluded from or ineligible for participation in federal assistance programs may not undertake any activity, in whole or in part, under this project. Section 3 businesses, Minority Business Enterprises (MBEs), Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), and Historically Underutilized Business (HUB) firms are encouraged to submit bids.
