Proposals will be opened publicly and read aloud at 2:00 PM CST in the Commissioner’s Courtroom, Ector County Administration Building Annex, 1010 East 8th Street, Odessa, Texas. BIDS shall be submitted in sealed envelopes upon the blank bid form furnished.
