Full Description
Penn West University, Edinboro Campus, a member of the Pennsylvania State System of Education (System) is seeking to retain a Work Order Contract for Construction (WOCC) to address Miscellaneous Roofing Repair Services on an as needed basis. Contractors must be available on 24/7 notice and be physically located within a 75-mile radius of campus to provide a maximum of a two (2) hour response time to onsite emergency services if called upon. Work included under this Contract consists of working on the campus of Penn West, Edinboro located in Erie Counties. Work shall include, but is not necessarily limited to, repair and replacement of various types of roofing needs. The contractor shall furnish all labor, superintendence, materials, tools and equipment and perform all work necessary to complete each project to the approval of the State System of Higher Education. See Division 1 General Requirements Section 01010 Summary of Work for full scope of work. This contract is intended to be issued as a one-year agreement renewable for up to two (2) additional two-year terms (total of five years possible). This Contract will be a unit-priced Work Order Contract for Construction Contract, against which Individual Work Orders will be issued as services are needed.

Electronic Bids are due no later than 2:00 PM, EST on September 10, 2025, through PennBid Bonfire located at https://pennbid.bonfirehub.com. The Bid package is available at no cost via PennBid at https://pennbid.bonfirehub.com/ In order to submit a proposal, interested bidders need to register with PennBid. Registration is a free process that takes only a few minutes. Once registered, bidders may obtain all solicitation documents, receive notification of solicitation updates, and submit and update their confidential bids online. Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted. PennBid provides bid privacy, security and supplier confidentiality, while streamlining the overall procurement process.
