Solicitation # SP24-0003, SP25-0001, EIR25-005
The City of San Marcos is advancing regulatory amendments and entitlements to permit the construction of a self-storage facility within the University District Specific Plan area, supported by an Environmental Impact Report (EIR) addendum designated as EIR25-005. This action builds upon the previously adopted Final EIR (FEIR 08-43) to ensure compliance with the California Environmental Quality Act (CEQA), affirming that the proposed development falls within the scope of prior environmental reviews and does not require a new full EIR. Key deliverables include the formal adoption of the EIR addendum, enactment of necessary land use changes, and implementation of mandated mitigation measures, with all activities centered in San Marcos, California, at the location south of East Carmel Street, 300 feet east of Industrial Street. The applicant, Urban Villages San Marcos, LLC, is responsible for project development and compliance, while the City of San Marcos serves as the lead agency overseeing environmental review and approval. Administrative processes govern the project’s execution, with no formal contract clause structure, procurement type, or contractual terms such as pricing, delivery schedules, or inspection criteria as defined under federal acquisition regulations. Payments are tied to administrative filing fees—including those processed through the San Diego County Clerk’s Office and the California Department of Fish and Wildlife—and are tracked via receipt numbers rather than formal invoicing systems or contract line items. There is no identified contracting officer, COR, or COTR, and no representations regarding business size, socioeconomic status, or unique entity identifiers are present. Submissions are handled in hard copy through physical mail to designated offices in San Diego and Sacramento, with electronic portals used only for payment and record access, not for proposal submission. The project received formal approval on December 9, 2025, with subsequent documentation dates extending into January 2026, culminating in the final filing with the County Clerk on January 15, 2026. This initiative remains solely an environmental permitting and entitlement action, not a procurement of goods or services under a traditional contract framework.

Edmonton Public Schools is seeking proposals to develop Deep Retrofit Plans for its network of over 230 facilities serving approximately 125,000 students, with the goal of reducing greenhouse gas emissions, lowering utility and maintenance expenses, and ensuring safe, comfortable learning environments amid rising climate risks, particularly the growing threat of classroom overheating due to limited cooling infrastructure. The initiative is supported by the Alberta Ecotrust Retrofit Accelerator Program, which provides free coaching and partial funding to assist with retrofit planning, and requires proponents to deliver comprehensive plans that go beyond standard ASHRAE Level 2 or 3 audits by evaluating multiple retrofit pathways and conducting detailed life cycle cost analyses to guide long-term capital investment decisions. The request for proposal, issued under solicitation number AB-2026-03670, is open to qualified firms with expertise in building energy performance and retrofit strategy development, and responses are due by June 4, 2026. The work is focused on properties across Alberta and is led by Contracting Authority Darlene Strong.

Full Description

Edmonton Public Schools owns and operates over 230 facilities serving approximately 125,000 students. The Division (Edmonton School Division #7) has the objective of reducing their GHG emissions, reducing their utility and maintenance costs, and most importantly, creating safe and comfortable spaces that promote effective student learning. Few schools currently have cooling, presenting a future-climate risk of endemic classroom overheating. The Alberta Ecotrust Retrofit Accelerator Program aims to help Alberta building owners reduce greenhouse gas (GHG) emissions from existing buildings by offering free coaching and partially funded studies that support retrofit planning. To support this objective, proponents will be engaged to create Deep Retrofit Plans. The Deep Retrofit Plan (DRP, plan) is a combination of an energy audit and a scenario-based impact analysis, with the primary objective of helping inform capital decision-making by the building owner. This plan goes beyond a standard ASHRAE Level 2 or 3 audit by incorporating the development of multiple retrofit pathways and completing financial analyses based on life cycle cost analysis (LCCA).
